Tonto Natl Forest Prospecting rules?

A Plan of Intent or a Plan of Operation ? The Tonto Natl Forest in Arizona says I cannot metal detect for gold as a mineral in their area without one of these 2 Plans or a Permit.I can use a gold pan but NOT a shovel? How does one dig for gold without a shovel? I need to get this figgered out before I come out to Arizona again to gold hunt,don't wanna waste my time or money. Also, was wondering which Minelab/Coiltek coils will work with my new Whites TDi? Is there a 10 x 14 elliptical coil for a decent price, preferably waterproof?
